Legislative Capacity Building Programme a great success!
When the Speakers’ Forum took a decision in 2009 to capacitate members of parliament and legislatures, the Public Administration Leadership and Management Academy (PALAMA) was tasked to develop and deliver a programme befitting of needs and responsibilities of Members of Parliament and Provincial Legislatures. The programme which became known as the Legislatures Capacity Building Programme (LCBP) was developed in a phased approach by PALAMA in collaboration with the South African Legislative Sector and sponsored by the European Union. The purpose of the LCBP is to enhance the professional, legislative and oversight capabilities of Members of Parliament and Provincial Legislatures, and to further contribute towards life-long learning.

South African Monitoring and Evaluation Chapter officially launched in Eastern Cape
The Public Administration Leadership and Management Academy (PALAMA) and the Department of Performance Monitoring and Evaluation collaborated on the 19-20 March 2013 to facilitate seven working sessions focusing on Monitoring and Evaluation. This initiative formed part of the official launch of the South African Monitoring & Evaluation Association (SAMEA) Chapter in Eastern Cape, which took place on the Monday 18 March 2013. This event was hosted at the Premier Hotel Regent in East London under the theme “Strengthening Performance through Monitoring and Evaluation”.

KwaZulu-Natal Provincial Government commits the success of the Compulsory Induction Programme (CIP)
The KZN Compulsory Induction Programme launch, co-hosted by the KZN Office of the Premier, took place in Durban on the 15 of March. CIP is a programme that emanates from a directive issued by the Minister for Public Service and Administration, Ms Lindiwe Sisulu, and stipulates that pay progression of new entrants to the public service post 1st July 2012 will be linked to successful completion of a training intervention, being the CIP.

PALAMA Lauches CIP in Gauteng...
The Ministerial directive on the Compulsory Induction Programme indicated that the training should be implemented as of November 2012. Following the national launch that took place during September, PALAMA is currently launching the induction within provinces as way of making awareness to the public services about this new programme. The CIP gives acknowledgement that the public sector is a specialised area of work that needs to be re-worked in order to bring about positive changes in government.

In August 2005, the African Management Development Institute Network (AMDIN) was launched in the RSA through the Launching Conference of AMDIN with the Support of the African Union Commission and NEPAD Secretariat. It is reported that the initiative was under the guidance and authority of the Committee of African Ministers of Public Service. During the conference, the Draft AMDIN Constitution was adopted and later amended in 2006 and 2007.

3rd IBSA Serminar - September 2010
The 3rd India, Brazil and South Africa (IBSA) seminar was successfully hosted by PALAMA from 8-10 September 2010. The focus of the seminar was on South-South Practices in Management and Leadership Capacity Building and Public Service Delivery. In addition to the seminar knowledge exchange over the three days, the delegates also had an opportunity to visit sites that exposed them to some of the practical activities for the management and leadership capacity building.

Monitoring and Evaluation Serminar - 29 March 2010
The Executive Development branch of PALAMA hosted a public seminar on Monday 29th March 2010 on the topic ‘Reflections on the South African government’s approach to monitoring and evaluation in the public sector’. The seminar was led by Professor Patricia Rogers of the Collaboration for Interdisciplinary Research, Consulting and Learning in Evaluation (CIRCLE) at RMIT University (Royal Melbourne Institute of Technology). In 2002, she conducted a peer review for the Office of the Presidency of South Africa’s policy framework for its Government-Wide Monitoring and Evaluation System. About 40 delegates from many provincial departments and Premiers Offices attended the workshop.

MIP is a compulsory 2-day training programme targeting all the newly appointed employees in levels 1-12 in the public service.
