BACKGROUND
This course provides an overview of the knowledge and skills required to implement the effective industrial relations practices in the public service.

Course Dates
• Define and understand the importance of industrial relations in the public sector
• Recognise, understand and mange disputes
• Know and understand the South African Labour law
• Identify and understand what influences industrial relations
• Know the parties to the labour relationship and describe their roles
• Understand the legislative framework governing industrial relations in the public sector
• Understand collective bargaining in industrial relations
• Know and understand the process relating to grievance, dispute resolution and strikes
• Be knowledgeable with regard to industrial democracy and worker participation in the workplace
• Know, understand and be able to apply primary organisational level codes and procedure
• Understand and be knowledgeable with regard to employment equity and affirmative action legislation

Course Outcomes
After completion of this course the participant should be able to:
• Define the concept “Industrial Relations”
• Understand the role of the parties to the industrial relations relationship within the South African labour market
• Differentiate between the role of the State as a regulator and as an employer
• Explain the fundamental rights of freedom of association
• List the most common trade union objectives and functions
• Explain the methods that trade unions employ to achieve their objectives
• Determine in practice if a union has complied with the general requirements for acquiring organisational rights
• Understand the meaning of the term “specific workplace” within the public service
• Distinguish between the different statutory rights that a union may exercise depending on its threshold of representation
• Identify the six stages a trade union has to follow to enable it to exercise statutory rights
• Explain the content and implications of the statutory organisational rights
• Prioritise the different management styles of dealing with employer-employee relations
• Explain the role of management as representatives of the employer
• Provide notes on the nature of closed-shop and agency-shop agreements
• Set up a concept recognition agreement
